Our Mission:
Our
Story
Veledis and Lorraine Carter,
husband and wife, worked side by side, demonstrating their love for each other and their passion for educating children. After the passing of our beloved founder, Veledis E. Carter, in 1984,
Lorraine carried forward their vision and dedication to serving the community.
Under her leadership, the organization grew into one of Milwaukee's longest-running Black social service agencies, offering home visitation, case management, tutoring, mentoring, parenting, and nutritional education as well as training for early childhood educators. As President and CEO of the V.E. Carter Development Group, Carter Child Development Center and Carter School of Excellence, she continued to strive to make the community a better place through education, family support, and empowerment.
The V.E. Carter Development Group was a member of the Wisconsin Association of Family and Children Serving Agencies; Child Abuse Prevention Network, National Black Child Development Institute, Wisconsin Association Concerned with School-Age Parents, and Milwaukee Marriage Partnership.

Lorraine P. Carter Family Services, Inc. is a nonprofit family services agency which is now forming to provide innovative services and resources to children and families in need. We seek funding to address many of the cultural and political problems facing marginalized populations in Milwaukee’s urban neighborhoods, beginning with providing access. We accept donations in multiple formats (monetary, goods and/or services).
